Shorewall announce - May 2004 - Shorewall 2.0.2b

I apologize for the rapidfire releases but here are a couple more bug fixes.

1) Specifying a null common action in /etc/shorewall/actions (e.g.,
    :REJECT) results in a startup error.

2) If /var/lib/shorewall does not exist, shorewall start fails.
