Secure testing team - May 2007 - New tracker tag <non-issue>

Florian,
if you find the time; a new tag <non-issue> would much appreciated.

Examples:
- foo <non-issue> (Doesn''t cross security-boundaries)
- foo <non-issue> (Expected bahaviour)

Right now, we mark these as "<unfixed> (unimportant)", which
isn''t
terribly clean.
