bandwidth shaping based on trafic on other host
...I want to limit the bandwidth
of other hosts to 140kbps to assure the 96kbps to the video/audio
connection.
Can you give me a hint? Is there any keywords for this feature I
need that I can search in google? ? Any howto you can recommend?

rsync: always modify atime of all destination files
...i Everyone,
The following feature request was received by a Debian user; could you
comment on it? I think this seems reasonable, but perhaps should be
enabled only conditionally (as if the argument parser isn't stressed
enough).
