Permission denied & readlink errors

I invoked rsync as a root user. The source and destination filesystems (both reside on the NFS disks), have been exported with root privileges.
1) This file below does exists, however rsync complained of a "No such file or directory" error:
readlink .snapshot/hourly.5/release_area/westport/westport_BRLS05/pci_unit/celtic/r
undir2/pci_unit_celtic_minTTTT_noise_html/waveform73.html: No such file or directory
2) The file below does not exists on neither the source or destination side, but produced the error "No such file or directory" when attempting to transfer it.

timezones not properly reflected on timestamps of files
I have read the documentation, performed the diagnostic tests, checked
the archives, so if the answer is there, please accept my apologies in
advance and simply direct me.
I am running redhat Linux 2.0.3 and using smbmount to mount several
directories from NT3.51 servers which are distributed gloablly in
different timezones. Once mounted the files all have local timestamps
which makes syncing

...ld love to find a way to get the directories mounted with the linux
TZ vs NT TZ adjustment applied.

Shared directory name length
Running Samba 2.0.3 on RH 6.0 serving public directories for guest
access. I cannot seem to give the share directories name which exceed 12
characters. If I do, I can see the shares in Explorer but if I try to
access them I get and "Access Denied" error. Same result with dir from a
command window. I see nothing in the documentation. I know the obvious
answer is short share names but

MS Visual Developer and Samba
I am running samba-2.0.3-8 on Redhat 6.2 in five global locations. All
are fine except one. In this location when a user runs MS Visual
Developer they are able to open, save compile and edit files just fine.
However when they type either [Enter] or [Bkspc] to add or delete a
line, in this case only MSVD hangs for several seconds. Insert several
lines and wait 1+ minutes!!! I have watched the
