--no-dirs seem not to explude "d"

This seem to be a problem described in the second paragraph of the
release notes.
The notes say to use --no-d, but using it seem not to help, and in fact
the remote host is still sent the 'd' option:
rsync -vv rsync://host/dir shows:
sending daemon ards: --server --sender --vvde.L . dir/
With -r --exclude='/*/*' I get the original behavior (and 'd' is not
sent).
Is this expected behavior now ?
