New intermediate Windows binaries release - 2.6.5-3

There is a new intermediate Windows binaries release available at :
http://www.networkupstools.org/package/windows/NUT-Installer-2.6.5-3.msi
This fixes a regression about stopping the NUT service.

notice the value of parsing, first it is ALARM, and then OL. But if only the
last value is returned, then everything seems okay and NUT never reports the issue?
for my other UPS'es it looks like this, only ever having OL as value.

I've checked to make sure PIPEFN LOCKFIN directory can be written to by my
nut user. I never see a pid file created after the power is pull...
