I suspect the original author of the manpage is from Finland also;
perhaps the confusion is due to some language difference.

What you are alluding to is the conditional probability of the
(in your examples, last) character dependent on the preceeding
ones. While that is an interesting measurement, it's not the one
under discussion, and has units of "bits per character" (or letter).
