Reliable way of having both LAN and WIFI on headless box

A key point I thought I had included in the OP is that this is mostly a
problem on startup. It does sometimes drop off during use, but mainly the
problem is not being able to activate it on startup.
I am a traditionalist and long for the days before NetworkManager when
networks were much simpler to admin, and much more stable.
Is it possible to remove NetworkManager and go back to the good old days, and
still have WIFI work properly?

/etc/locale.conf is ignored
It seems that /etc/locale.conf is ignored in Centos 7.
As a traditionalist who prefers things sorted lexicographically rather
than indiscriminately with case ignored and dates to be displayed in
the form "Sep 11 2008", I have always added lines to this file:
$ cat /etc/locale.conf
LANG="en_US.UTF-8"
# Fix collating sequence for sort and ls

Bug in the HOWTO: proxy-arp (?)
...39;'s that stupid. So there needs to be someone in the
network that answers ARPs as a proxy for this device with the MAC for the
device. I found no solution to configure this with Linux.
Anyhow this new behaviour seems to be not overly the "unixway" to do
things... (ok I''m a traditionalist and that''s no reason not to change
things).
Enough whining.
