If it's of any interest, I finally solved the trac problem. Turns out you have to be granted TRAC_ADMIN to see/use the admin menus... but what is *not* suggested in anything I read is that, for those of us who might be ssh'ing into a server, and using organization-wide authentication, rather than /etc/passwd, you can't grant that to your username, but rather to username at organization.name...
