CPAN not working, or is it?

I have found the following page to install using cpanspec, and all went well
until I actually want to build the RPM's. Doesn't matter what I try to build
I get the same problems with the man pages being missing, and nothing gets
built.

CPAN not working, or is it?
(I've just tried this on a second C7 box, literally clean install, only did it
on Friday, with the same results)
I'm replacing a dead F19 box with a new C7 one and I'm trying to get my Perl
install completed. Ultimately, I need to get Selenium::Remote::Driver
working, but I'm struggling before that.
I started off as always by using RPM's for everything I possibly can. I

I'm afraid I'm not expert on these things - I tend to do the naughty
thing of using CPAN to install in system locations!
But I think the .spec file generated, or the variables used for the
build are not quite correct. You can see here:

failover following ISC documentation, and some people's guides, I
discovered, I need more sophisticated structure of sections and
subsections, which I figured out finally. But the annoying part was: in
ISC documentation I failed to find general stricture of which section
can appear inside which; like:

You can create each of sections/subsections following documentation, but
to put them together making consistent config file you (I at least) have
to figure on your own which section goes inside of which.

get library updates (ala Fedora philosophy) becomes increasingly untenable.
Then there is a further question, I'm afraid. Since CentOS also does
specifically target the profile of a so-called 'enterprise/server-user'
what does that actually entail. Does it mean concrete security
strictures which bolt down non-'root' users or does it merely mean the
availability of SELinux (but which can be turned OFF)? For instance,
(with SELinux OFF), can a user still:
(a) su root via Kterm anytime?
(b) Access services-admin anytime via Menu+Pam to control printers,
modems, daemons etc?...
