concerning the problem when running the "ip ru ls" command.
I faced with the same problem, and I solved it by making sure to include the following settings into the kernel configuration (2.4.18):
CONFIG_IP_ADVANCED_ROUTER=y <===

CONFIG_IP_ROUTE_FWMARK=y
CONFIG_IP_ROUTE_NAT=y
