Exactaly, I would recommend the mod_mp3 project for something like that.

They are doing almost exactaly what sound like you are looking for. There
is also the project 'ampache' that takes this one step further and adds a
MySQL database backend to a PHP front.

32 (512/16) 128k streams?
I am confused because I often read that to calculate the potential number of
listeners with a given connection; you just divide the connection speed by
the stream bit rate... is it true? In this case, how is doing SomaFM to
handle 4000 listeners at 128k?? Do they have a 512 MB connection???

Streaming Hold Music
I've tried getting this running but mpg123 won't spawn. It spawns fine for
the files but if I try streaming she doesn't work.
I've tried with just about every stream at somafm.com w/o success. I can
play them locally though.
When I try to play them from the server from the command line I get:
# mpg123 -s --mono -r 8000 -b 2048 http://160.79.128.40:8052 High
