Why would, in an upgrade from 3.0.1 to 3.0.3, a rake db:migrate run
this:
SELECT "schema_migrations"."version" FROM "schema_migrations"
vs this ?
SELECT `schema_migrations`.`version` FROM `schema_migrations`
