Rcmd REMOVE does not allow --library argument (PR#957)
This is in Windows 98. The problem exists in both rw1021 and rw1023, using
ActiveState Perl builds 620 and 626:
C:\>Rcmd REMOVE --library=C:/R/Rlibs RBMDS
