Error in executing "ruby script/server"

for the first time
the next time, when i tried to execute the same command, it gave me the
error : "Cannot find Gem for rails =1.1.2: Install the missing Gem with ''Gem
install -v=1.1.2 rails'' or change your Environment.rb to defined
RAIL_GEM_VERSION with your desired version"
the other problem is: when i execute ''Gem install -v=1.1.2 rails'' , it gives
error message: "ERROR:While executing gem ... (Errno::EBADF) Bad File
descripor - connect (2)"
