The proposal isn't perfect, but in my opinion it's a fine step towards solving some of the problems plaging the projects surrounding Ogg. I propose that each project (Vorbis, Speex, etc.) states in its specification two file extensions, and those two extensions are to be the only ones allowed for that given format.
