Problems with puppetd on ubuntu server

templatedir=/var/lib/puppet/templates
When I run the command
puppetd --server my.server.com --waitforcert 60 --test
I get the following error
err: Could not request certificate: Certificate retrieval failed:
Permission denied - /etc/puppet/ssl/ca/requests/
ubuntu.panztel.local.pem
There is no /etc/puppet/ssl directory. This is supposed to be in /var/
lib/puppet/ssl. Clearly the puppetd is not reading the config file.
The only directory in /etc/puppet is "files" (which also seems weird).
I also tried adding --ssldir /var/lib/puppet/ssl but that doesn...
