If there is any usefulness in MSYS/MINGW output in getting MSYS2/MINGW to pass the apitest I can not say, neither will forward I an assessment as to whether in this direction old stable (1.2.24) might be looked at before current (1.4.1) as pertains to MSYS/MINGW and/or MSYS2/MINGW.

I would suspect the fork here, if there are any threads involved. What Tcl really needs is some pthread_atfork() triggers, but they aren?t exposed in any meaningful way, so you can lose things over a fork split.

how to build Xapian project on windows?
...hink formerly it was listed on the Xapian website which was the last version of xapian-core known to compile with nmake.exe; I don't recall presently if that was listed as 1.2.8 or 1.2.12.
If there are no objections maybe I'll place the nmake files in a repository here.
