When the user login P0P3 more than 10 times in 1 minute that the dovecot temporary suspension all of pop3 login about 5 minutes.
How to disable the setting for dovecot.

Check out last log line, it's a bug. First try update your config, then
upgrade to v2.2.13, then let us know if your bug is fixed.
BTW: I do not find no loadparm.c in v2.2.12.
