strange i did not change anything in my windows 7 64bit. This is my full setup pretty basic. Does any one know how can I do it without giving these permissions ? Also, if I configure these printers in the manadatory profile(ntuser.man) then, and then give the DOMAIN users administrative rights then this works fine.
