loading library from network share (PR#8982)

When loading a library from network share drive (e.g., \\nnn\f1\f2\p1), when
First.lib is called, the libray name contains "/" instead of "\" resulting in an
invalid Windows filepath.

And, btw, for Windows/XP/2000 the default tmp directory is not c:/TEMP --
they changed it to be a function of the user profile (like noted above).
