teql on virtual network interfaces ?

After that I can see eth1:0 in the "ifconfig" result. Then I try to add
the virtual interface to teql0: # tc qdisc add dev eth1:0 root teql0
But I got the error message: Cannot find device "eth1:0"
What''s wrong with my method? I didn''t see ip_alias module in the
"lsmod", but since I can see eth1:0 in "ifconfig", I assume the module
is loaded in the kernel. Finally, is there any existing "weighted" teql
implemented?
I am using Fedore Core 3 (2.6.9-1.667smp)
