Get blktap2 running on pvops. This mainly adds eventfd support to the userland code. Based on some prior cleanup to tapdisk-queue and the server object. New package for blktap [RC]

I have CC'ed debian-backports list also because bug [2] affects users that use backported kernels in wheezy and use blktap-utils.
