One other thought. ices2 would serve your purpose if it ran under win32,
but I don't know if there's any plans to port it.

In theory (insofaras my own little world exists) it should be as
simple as changing the audio i/o methods, but interfacing with
WinAmp will take someone with experience; all code on xiph.org isn't
all /that/ hard to port, and Windows pretends to be POSIX-compliant,
so it should almost actually work.
