Delay before shaping kicks in
...riority starts downloading, and for the first few
seconds only get a fraction of what he really needs, but then suddenly, the
speed increases, and the low-prio user looses his speed.
Is there a way to make this "kick in" start faster?
I checked the net/sched/sch_htb.c and found:
#define HTB_EWMAC 2 /* rate average over HTB_EWMAC*HTB_HSIZE sec */
Could decreasing this to like 1 second fix the issue?

[PATCH 0/6] htb: cleanup
The HTB scheduler code is a mess, this patch set does some basic
house cleaning. The first four should cause no code change, but the
last two need more testing.
