Adjust handle_hpet_broadcast to let it run better before broadcast exit
Since hpet_broadcast_exit has been moved after interrupt enabled in C3
case, so adjust the handler of hpet broadcast to adapt to this.
Meanwhile, remove a freqently executed debug print line to simplify the
serial output.

After commit 2ca9fbd739b8a72b16dd790d0fff7b75f5488fb8 AMD IOMMU: allocate IRTE entries instead of using a static mapping, booting dom0 stalls several times.
Sometimes this results in RCU stall warnings from the dom0 kernel, hitting the "any" key, on normal or serial console, makes the boot continue for a while but it stalls several times.
(It also stalls on shutdown BTW)

Need help with fixing the Xen waitqueue feature
The patch ''mem_event: use wait queue when ring is full'' I just sent out
makes use of the waitqueue feature. There are two issues I get with the
change applied:
I think I got the logic right, and in my testing vcpu->pause_count drops
to zero in p2m_mem_paging_resume(). But for some reason the vcpu does
not make progress after the first wakeup. In my debugging there is one

x86/hpet: eliminate cpumask_lock
According to the (now getting removed) comment in struct
hpet_event_channel, this was to prevent accessing a CPU''s
timer_deadline after it got cleared from cpumask. This can be done
without a lock altogether - hpet_broadcast_exit() can simply clear
the bit, and handle_hpet_broadcast() can read timer_deadline before
looking at the mask a second time (the cpumask bit was already
found set by the surrounding loop).
