You can get it from ftp://cvs.r-project.org/pub/CRAN/src/base/R-0.99.0.tgz or http://cvs.r-project.org/pub/CRAN/src/base/R-0.99.0.tgz or wait for it to be mirrored at a CRAN site near you within a day or two.
