Question about Python bindings

Where's the tool to do .ogg bitrate "peeling"?
...enet.edu/~mitchell/vorbis_intro.html both state that it's possible to lower the bitrate of an existant ogg enc file without reencoding. EAC: Ogg-on-the-fly?
I was wondering, is there a way to encode Oggs with EAC on-the-fly? Trouble connecting to apc smart 1500 via serial cable
...t results. Can somebody tell me what could I try first? Or how to check that the cable is working? Maybe the UPS doesn't really work with both cables at the same time and I was previously deluded about the second windows machine being safe?
