PR to test for users of Qx devices (blazer and nutdrv_qx)

stale/dead ups logic
...'t shutdown since UPSB is stale/dead. in Server A situation, I want to assume UPSA is "alive/no need shutdown" when it is stale, but I want to assume UPSB is "dead/need shutdown" when it is stale. to accomplish that, maybe uspmon can have a flag to indicate that: MONITOR ftups at localhost 1 monmaster passmaster master alive MONITOR ftups at 10.1.1.1 1 monslave nutslave slave dead maybe there are other situations that people want to declare "stale" ups as "dead/need shutdown".. Cheers, One PR waiting to get into 2.8.1 release timeframe is https://github.com/networkupstools/nut/pull/1652 stemming from issue https://github.com/networkupstools/nut/issues/1279 The gist of it is that "battery.voltage" and "battery.charge" were not always reported correctly with nutdrv-qx driver (might be handled better by blazer drivers though), and the overrides

Got an update for APC Modbus users: a new PR is waiting for real-life testing for settable variables and instant commands support. https://github.com/networkupstools/nut/pull/2184 As before, a custom build of libmodbus may be needed for USB support (detailed in the earlier PR), but Serial and TCP may already be well served by a distro near you! Hello fellow NUTs :) It is my great pleasure to get a bit of sunshine from other people's work, and announce that the initial pull request for `apc_modbus` NUT driver has recently been merged to the main NUT codebase, so it would be part of an eventual 2.8.1 release. Great thanks go to Axel Gembe for the implementation, and to numerous community members for testing as well as their bug-fix
