cannot load engines plugin/scaffold broke

I get the above error.
Also, I cannot get scaffold to work.
I installed ruby182-15 and did a gem rails
I am using Windows XP

Has any one seen this error message
I am truying to install the plugin ("ruby script/plugin install
engines"). But I get this big error. Any help?
