...Dial application interpreted this as a command separator and was screwing things up. What I did was to define OUTDIAL=vpb/1-1/,,5555555555 and used exten => 555,s,1,Dial(${OUTDIAL}) to place the call. Works like a charm. Hopefully this bit of info may help other VPB users out there.
