I hope there are many of us that agree 100% with Bill. Bad practice,
as enshrined in the default behaviour of histogram, should be
discouraged. We should aim to introduce density-based histograms from
the outset, and the default behaviour of histograms in many packages
acts against this principle. The current default behaviour conveys a
misleading and arguably useless summary...

good and principled response. We will constantly have oddball warts where
things happen to be top-level because at one point we wanted the ability to
not check out those Subversion repos, and now that has been enshrined.
I'm not actually arguing that #2 is a *good* layout. But I think it is a
(slightly) less arbitrary layout than #1. And by breaking this weird mold
of "all Subversion projects are top level", I think we'll be in a better
place to make reasonably and considered decisions about...

calculating date/time values based upon the epoch - the number of
seconds since a particular date/time, all these calculations need to be
cognisant of these leap seconds, so its not just the ntp daemon,
although that will be most immediately impacted, the effects of this
need to be enshrined in code algorithms forever (well a very long time).
