delay on pri dialling when asterisk is spliced between E1-Pri and legacy pbx

everything is fine exept that when dialling from the legacy pbx it takes
about 3 seconds before the asterisk start to dial.
where does this delay come from?
has it to do with 'overlapdial=yes'?
here is an excerpt from the logfile (i assume the number is dialled
enbloc as it come with the redial function of the legacy pbx):

I'm integrating avaya commuication manager difinity ver 1.0 with asterisk
using B2B E1. following are the details of my H/W, zaptel configs and
software installed.
Digium TE110p
asterisk 1.2.19
cent OS 4.4
zaptel 1.2.18
libpri 1.2.4
etc/zaptel.conf
span=1,0,0,cas,hdb3
bchan=1-15,17-31
dchan=16
when i ztcfg -vvv im having this error message and the E1 is not getting up.

Sip trunk between Asterisk and Mitel 3300 ICP

PRI/Zap premature dialing problem
The originating PRI system passes the entire dialed number in the d-channel
setup frame, thus the concept of a wait time for additional digits is
meaningless. Progressive digit gathering implies that the signalling is
occuring 'in-band' as would be the case with DTMF signalling on analog
lines.
