R-devel_2015-09-14 throws an error in reg-packages test
Hello.
I have successfully built R on windows scores of times, and have never
come across this problem. For this build, I am using the current 4.6.3
prerelease version of Rtools, Windows7 64 bit, and
R-devel_2015-09-14.tar.gz
When running make check, I get the following error:
running code in 'reg-packages.R' ...make[3]: *** [reg-packages.Rout] Error 1
make[2]: *** [test-Reg] Error 2
make[1]: *** [test-all-basics] Error 1
make: *** [check] Error 2
Looking at reg-packages.Rout.fail shows:

R-devel_2015-09-14 throws an error in reg-packages test

The r-devel commit log [1] shows that Martin has been working on this
test over the past few days. Sometimes work-in-progress causes the
daily svn snapshot to be broken; typically it gets fixed the next day
or so. If you don't want to wait, try building
R-devel_2015-09-10.tar.gz that one works.

Rtools version 3.3.0.1957 looking for C even though RTOOLS variable is pointing elsewhere
The subject line is in error, as the issue must be in "R-devel.tar.gz"
as running the same Rtools on last night's download of
R-devel_2015-03-09.tar.gz successfully navigates that error.
The error exists in R-devel_2015-03-12.tar.gz and
R-devel_2015-03-12.tar.gz and R-devel_2015-03-10.tar.gz, but not
R-devel_2015-03-09.tar.gz, so it must have been something between 09
and 10.

Rtools version 3.3.0.1957 looking for C even though RTOOLS variable is pointing elsewhere
Good evening.
Testing the most recent version of Rtools, the build stops about when
text.c is being compiled in the tools package (just after R.Lapack). The
compilation is looking for gcc in C:, even though RTOOLS is set for another
drive, and the compilation has successfully run until this point. This did
not happen last night with version 1955.
I've uninstalled and reinstalled Rtools three

Hmm, I'm a bit confused. Now we can find duplicate.h in trunk, but it
still seems to be missing in the devel tarballs. (At least until
R-devel_2015-07.18.tar.gz)

I successfully rebuilt R-devel_2015-03-09 with the most recent version
of Rtools tonight, building both ICU_531 and this time libcurl (7.39)
as well (and OpenBLAS, of course). The internet bug is still there,
but the rest of make-check all passed with flying colors, as did
building 'microbenchmark' from source (with all the o...

Two things here
- possibly irrelevant, but I'd avoid building in the source directory. (mkdir ../BUILD ; cd ../BUILD; ../R/configure)
- don't turn on mantainer mode. You are not a maintainer, and if you want to play at being one, I think you

Building manuals are failing now that MikTex 2.9 has removed texi2dvi.exe

found this out the hard way as I just (unknowingly) updated MikTex
this evening, and then, while building R-devel_2015-10-08 on Windows7
64bit using the Rtools 3.3 toolchain (4.9.3 branch), had it crash
during `make manuals` with:
Output written on fullrefman.pdf (3468 pages, 9511515 bytes).
Transcript written on fullrefman.log.
