How can I add a NT PDC to WINS tables?

I have tried adding this to lmhosts:
192.38.49.60 SI#1c
but namelist.debug shows this entry

number of IPS = 1 192.38.49.60
but nothing for the other subnets I have.
Using nmblookup I do not get an answer through the x.y.z interface:

Run problems after upgrading to mongrel 1.0.3 from 1.0.1:
