Speaking conservatively, I would de-rate that number by 50%, or in other words:
0.5*283000/5000=28.3 kb/sec.

using Icecast source client as PulseAudio source
There are many Icecast source clients[1] available now.
The Coolmic[2] app is particularly interesting because it can turn a
Android phone (e.g. SmartLav+ lapel mic[3]) into a wearable mic for
presenters.
Not everybody is keen to run Icecast though, some people may want to
mix-and-match the Icecast source clients like that with some other
broadcasting platform, Ji...

Configure Ubuntu Server 16.04 for icecast2
Hi Frederick,
Wouldn't overhead (at least partly) already be factored in with the
speed test data/results? Obviously not 100% comparable to audio
streaming, but..
Cheers,
Jordan

Resample and Relay Using Icecast2
Hi Robert,
Icecast itself doesn't do any resampling of audio streams it receives.
One would likely craft a solution that listens to the original stream
and re-encodes on the fly, providing those alternate bitrate streams
back to Icecast. I've heard people doing this with liquidsoap and other
source clients, and a bit of server-side magic.
Some quick Googling provided me with this link

Cool Mic
Hi Basil, I am going to make the app free to download and eventually
release it as an open source project, yes. Thank you for the hint on the
48kHz. I'm planning on making an unofficial download link for the .APK
on coolmic.net as soon as I get a couple of annoying bugs squashed, I'll
keep the list updated.
Cheers,
Jordan

Cool Mic
Hi unosonic,
Cool Mic's primary advantage to other source clients out there is that
it streams in the patent-free, high quality Ogg Vorbis format
(BroadcastMyself only supports MP3). We will be adding opus support in
the future as well.
Re: Feature requests: Re-connect sounds like the next feature that will
be added :) Thank you. I am fairly certain you can already use a wired

DJ Priority with ices-cc or liquidsoap
Hello all,
I'm using shoutcast at this moment with shoutcast transcoder 2. In sc
trans i can give each deejay an priority, so i give the nonstop (auto
dj), offsite an priority of 1, and the deejays 2, so they can login over
the autodj.
I was testing with ices and liquidsoap but i cant find the setting to
give the dj's a priority.
