Fedora got a bug report https://bugzilla.redhat.com/show_bug.cgi?id=1401612
In qemu with two virtio-net interfaces:
$ ip l
...
5: ens14: <BROADCAST,MULTICAST> mtu 1500 qdisc noop state DOWN mode DEFAULT group default qlen 1000
