[Bug 1965] New: IPQoS option ignored for AF_INET since 5.9p1-1

Since version 1:5.9p1-1 the IPQoS option is ignored for AF_INET
sockets.
Running ssh -F /dev/null -vvv -o IPQoS=lowdelay somehost true gives
this.

Downgrading just openssh-client to 1:5.8p1-7 gives this.

X11 Forwarding troubles with OpenSSH client and OpenVMS host

No help. Same error failure.
I turned on some more verbosity in the SSH client and notice a couple
differences.

[Bug 1698] New: Connection stalls on PTY allocation failure
...as not able to allocate a PTY (in my case a
wrongly configured FreeBSD's ugidfw rule wont allow opening those
files) both sshd and the client ssh will stall.

LocalCommand problem for tunneling on Linux
I've been testing tunneling on Linux with openssh-SNAP-20060116.tar.gz
and found a problem.
When I use LocalCommand for doing ifconfig stuff, the command line
was executed before a tunneling interface is opened. This causes
errors on Linux and the interface is not automatically set up.
This is not a problem on *BSD because you can do ifconfig for
unopened tun/tap interfaces. But in Linux,
