I'll be honest, /etc/killpower has been that way for a long time, and I haven't really followed up on why.
It looks like upsmon removes it at startup in the clear_pdflag() function (if it was indeed created by upsmon last shutdown).

Thank you Charles, for the assistance and the information. Everything is
completely functional here now. Not sure if the APC BackUPS ES550 is on the
list of compatible devices...
