This functionality was previously undocumented, so it should affect
almost no one, but it does cause a segfault in rssh versions <= 2.0.3
if you try to quote values in the config file. For example, you might
want to chroot to a directory which contains a space:
chrootpath="/usr/local/chroot home"
[Personally, I think including spaces in paths is generally a bad
idea, but there may be times when it is desireable/necessary.]
Additionally, the default shell options were modified to allow only
scp, in the event that no config file is present.
