I dont see any reason this will have anything to do with the issue. In any case, i re-installed the package, had the symlink, moved my definitions to sysctl.conf. still the same.... ...und a workaround, by replacing "After=network.target" by "After=network-online.target" is the failing services' units, but I want to understand what is the root problem, and what is the difference between my two servers...
