How to build Theora decoder on VC++ paltform

The only necessary step would be to launch either build_theora_vs2005.sln,
build_theora_vs2008.sln, or build_theora_vs2010.sln and issue "Build
solution".
Regarding test vectors have a look at TheoraTestSuite
<http://wiki.xiph.org/TheoraTestsuite>.
