...usual comments are. 'vendor' is just a string that's also stored there. Read "Vorbis Illuminated" (www.mathdogs.com/vorbis-illuminated/) for how it's stored in the bitstream; it's stored before all the other comments in the comment header packet. Bitrates (what is 'bitrate_window'?) are stored in the parameter header packet. So changing what information stored in these places will break existing streams.
