complex table
...6 months school; 24 further education; etc.
After looking through available resources my solution is quite complex involving – amongst other things a series of loops.
I’m sure there is a quicker and simpler way (manipulating table or xtabs) but I just can’t see how to do it.
Any advice?

almost lower triangular matrices
...of a 3-by3.
I thought I might be able to use "diag" to add zeros but apparently not.
It's a problem because my matrix is actually 1989-by-1989 not 4-by-4
I would not be at all surprised if the solution is obvious but I cannot
quite see how to read this into R.

using eval-parse-paste in a loop
...able to get it to work..
1. is this a feasible approach?
2. if not advice would be welcome.
3. Equally, advice about a better approach would also be v. welcome.
I haven't included the data because my failed attempt is
data-independent (and probably more basic).
