missing network connection for tap-device under Windows XP

After adding the tap-device with addtap.bat as described in the example, in the device manager appears a TAP-Win32-Adapter, but in the network connection list is no new entry. Hello, 2 questions: 1. I see from the archives that Vista support requires downloading an updated TAP driver from OpenVPN.net. I have just downloaded tinc 1.0.13 and was not able to get the TAP driver to work on my Windows 7 computer. Should I assume that 1.0.13 doesn't have the most current TAP driver and I should use the one I downloaded from OpenVPN ? There seems to be

AW: Tinc connection does not come up when started as Windows service
Hey, it's been a while, but I have finally gotten around to testing that. The problem does not seem to be tinc itself, but the TAP adapter. Tinc writes key exchanges and packets and so on into its log, but Windows seems to have forgotten all about the tinc adapter - ipconfig does not show an entry for it, there are no routes for it etc. Just opening the TCP/IP properties in control center
