Trying to register an G.729 codec boght from Digium and the "register" command does aboslutely nothing

What am I doing wrong?
:( I am trying to get Internet Explorer to run because that is the only program I can use to log into MLS (Realtor's Website) I get the website to come up but it keeps saying I need to change the Privacy settings and enable cookies. When I go to do that, I click on the Privacy Tab and there is nothing there! It also locks up after that and I have to do a restart. Any help would be greatly
