Expected transfer rate of samba, SATA over gigabit to SATA

I set up vsftpd as a temporary test, and transferring 700MB AVI files from
Windows to the new server by ftp runs between 67Mbit/sec and 115Mbit/sec
(8.4MB/sec to 14.4MB/sec).
Transfers to my old server of large files were often around 92Mbit/sec
(11.5MB/sec). I was hoping to see a huge increase moving to the new server,
because the old server ran a slow RAID5 of IDE drives, which hdparm only
showed a 256Mbit/sec (32MB/sec) read rate from -- and the new server runs
(currently) a single SATA drive which hdparm shows a 640Mbit/sec (80MB/s...

First file download from samba dead slow (fwd)

Severity: important
Etch server running samba (amd64) as domain member. SMP.
Windows XP SP2 client, logged on to samba domain. When copying a file
from the Samba-server download speed is terrible, estimate 10-15 minutes
for a ~150MB file.
Connectivity between computers ok. iperf says 92Mbit/s, scp (cygwin) copies the
same file from the same etch-server in under 10s 7-8MByte/s. Downloading with
firefox on windows using file:///server/share/... gets around 120KB/sec,
as does copying the file in Windows Explorer. copy in cmd.exe is slow too.

HTB and PRIO qdiscs introducing extra latency when output interface is saturated
Im using a Linux machine with standard pc hardware with 3 seperate PCI
network interfaces to operate as a DiffServ core router using Linux
traffic control. The machine is a P4 2.8ghz, 512mb RAM running fedora
core 3 with the 2.6.12.3 kernel. All links and network interfaces are
full duplex fast ethernet. IP forwarding is enabled in the kernel. All
hosts on the network have their time sychronised
