rsync - what can it do?

Maybe I'm barking completely up the wrong tree but here goes.
I've downloaded a 700meg iso by ftp using a steam powered dial up connection.
It took a week and naturally many resumes.
Murphy's Law did not take a holiday of course so the md5sum of the downloaded
iso does not match the md5sum of the one at the mirror.

problem with 2.4.7pre4
rsync: connection unexpectedly closed (0 bytes read so far)
rsync error: error in rsync protocol data stream (code 12) at io.c(139)
Also, on 2.4.6 I was getting this:
access_log
write failed on access_log : Success
unexpected EOF in read_timeout
THis is about an 800meg file I'm trying to copy.

always copy the whole file?
Here's how it works in my 2 computers.
First, on auk2
# rsync -a auk1::pub/linux.iso .
It takes about 4 minutes. Everything is fine.
However, after doing this on auk1,
# echo "hello" >> /pub/linux.iso
Then, on auk2
# rsync -a auk1::pub/linux.iso .
The execution time of the first command is still 4 minutes.
I think it's supposed to be much shorter than the first case?
