Samba 2.2.7a & CUPS 1.1.18, Win2k is not downloading cups windows drivers

Succesfully set 660C to driver 660C.
Only installing the printer on a W2K Pro SP3 machine is not working.
According to the W2K the drivers are not on the server. Which is very
strange because I am able to copy the specific files from the server with
4NT by using a cdd \DELTAFLYERprint$W32X862 and then copy the file to a temp
dir.
To examine what is happening I switched to debug level 20 and found the
following error :

Timestamps on DOS cmd.exe file copies

other relevant settings that will help.
When I use Windows' GUI tools (Explorer, Norton File Manager, etc.) to
copy a file to the Samba share, the timestamp is copied correctly, but
when I do it from a shell (cmd.exe, 4nt.exe), the timestamp is changed
to "now + 6 hrs" (I believe this is related to timezone issues, I can
figure that out on my own, I don't think that's the problem I'm asking
about). Does anyone know why I'm seeing this difference in behavior?

ms-dos script
does any body have a ms-dos script (or know how to do) for oggenc.exe
able to encode and add meta-data with the title (filename), the album
(the parent directory) and the artist (grand parent directory) like
oggdropXPd.exe do with defaults tagging setup options ?

FLAC: specifying all files with extension .WAV

I want to use the "flac" encoder (in commandline mode) and I specify this
command to encode all .WAV files in the current directory:
N:\WAV>flac -V --best -- *.wav
