TCNG compilation/translation bug/question

is compiled by TCNG into the folling tc command:

(BTW: the ip address may be wrong due not being able to translate dotted decimal to hexedecimal, but the rest is correct)
I do not understand the relation between the SLB with "cbs 1024, cir 2048, default mpu" and the tc command with "rate 25...
